The Institute of healthcare Improvement is responsible for developing a system of metrics. These metrics are known as Whole System Measures). According to Doolan-Noble, et. al. (2015) these measurements should be used as indicators which capture and are designed to provide leaders with data that should show performance of the health system over time. This means it may take a little bit of time before measurements can take place. They also allow the organization to compare its performance relative to strategic improvement plans. That is once a goal is set. System level measurements also allow the organization to compare itself to similar organizations. Lastly, System Level Measuring contributes to ongoing strategic quality improvement planning.
